A market condition which exists when two or more competitors, acting independently, actively compete for an agency's business in a manner which ensures that the customer will be offered the lowest price or best overall value to meet its minimum requirements. Suppliers must be acting independently (not in collusion) and vying for the same business in order for the competition to be effective.
