Blind ordering is a practice of writing a new order even though an outstanding order has not been received. An outstanding order is an order which has already been placed and has yet been completed. It is also possible that the order has been partially completed. An outstanding order could have problems with the order not being paid or there may outstanding issues which need to be address.
